The underlying issue is poor education. Moral standards aren't being taught well enough and/or students don't believe and follow them, resulting in them becoming gradually detached from society. Teenage pregnancies and lack of guidance further worsen the problem as their offspring basically follow their parents' lead.
Watching those that try hard in life succeed and become more wealthy fuel their feeling of discontent, as they see themselves having to rely on the state. But having neglected/ignored teachings at school the discontent leads to anger rather than determination to try harder. The poor state of the economy is the boiling point of this anger that has really simmered all along, with the consequences seen in the last few days.
Arresting and jailing the rioters will not remove the anger, they simply reduce chances of such events from repeating in the short term. Given the right circumstances the riots will happen again.
Ultimately they need to be encouraged to become better citizens, and that is done through proper education. It will not be easy Mr PM, but nothing in life is.
